Harry Voccola, Senior Vice President, Government and Industry Relations, NAVTEQ and Chairman, Connected Vehicle Trade AssociationAs senior vice president of NAVTEQ’s Government and Industry Relations Group, Harry Voccola establishes and maintains the company’s strategic relationships and activities with political, government and associated industry organizations. He is immediate past chairman of the Board of the World Congress for Intelligent Transportation Systems and led the organizing committee for the Congress that took place in San Francisco in November, 2005. He currently serves on the International Board of Directors for the ITS World Congress.
Previously, Mr. Voccola was responsible for developing the company’s strategy in government sales. He led the North American sales department from 1995-1997. Before joining Navigation Technologies in 1995, he spent more than 15 years as senior vice president and GM of Lockheed’s Transportation Systems and Services Unit, working closely with government transportation agencies at the federal, state and local levels. At Lockheed, Mr. Voccola was responsible for implementing electronic toll collection (ETC) systems, including customer service centers, for the California Transportation Corridors Agency (TCA), the Georgia 400 Toll Road and the New York State Thruway (EZ Pass); these were among the first installations using ETC in the country. He was the architect of HELP Inc. (Heavy Vehicle Electronic License Plate) program and oversaw installation in 12 states. HELP, Inc. uses transponder technologies to monitor truck registrations, and to collect fuel tax for trucks traveling across state lines. Additionally, he was instrumental in developing the Traffic Violation Processing line of business, a revenue collection service for local governments, and installing it in more than 50 major cities.
Prior to Lockheed, Mr. Voccola was deputy commissioner in the New York City Department of Transportation. Here he installed systems and processes to improve revenue collections by an order of magnitude to $100 million annually.
Mr. Voccola has been active in the Intelligent Transportation Society of America (ITS-America) since its inception and served as chairman of the Board of Directors from 1997-1998. He also has been chairman of the California Alliance for Advanced Transportation Systems and is currently a member of the Board of Directors. He is also chairman of the Board of the Connected Vehicle Trade Association and is a chair of the Industry advisory Committee to the U.S. Congress Caucus for Intelligent transportation Systems. He also co-chairs with Honda the Vehicle Traffic Information Coalition.
